Video-Conferencing :

Once implemented and put in to operation this will be a major step forward towards application of E-Governance in the country. It aims at establishing a dedicated network for audio- visual communication connecting the Prime Minister and some top functionaries of the civil administration. This will be a highly secured and highly reliable network for audio communication, simultaneous audio and video conferencing among the following:

  • Prime Minister's office
  • Cabinet Division
  • Ministry of Establishment.
  • Planning Commission
  • Ministry of Finance
  • Ministry of Home
  • All divisional Commissioners
  • All Deputy Inspector General of Police in division level

The purpose of this project is to establish a communication network, which will enable the following types of communication among the parties mentioned above: 

  • Fully secured Voice communication
  • Fully secured e- mail communication
  • Fully secured data sharing and data transfer.
  • Fully secured fax communication
  • Fully secured one to one or multi-party video conferencing.

Benefits of the system will be the following:

  • An alternate communication network, which will provide maximum reliability and security of communication.
  • Enhance speed and efficiency in decision- making and follow up of compliance status.
  • Speedy and efficient transmission of information and obtain confirmation of their receipt instantly.
  • Speedy and efficient communication/ dissipation of reports, documents and other written materials.
  • Sharing of common information database by the authorized parties.
  • Efficient Task and assignment management.
  •  One to one or multiparty Video-conference when personal meetings are not practical due to advance environment or time constraint.
  • A vandal-proof, and disaster-proof communication network will connect all parties.
  • All communication will be encrypted, so that in the unlikely event of any interception by any unauthorized person, the content remains totally ''unbreakable''.
  • Data encryption system that will be used will be so rugged that for an unauthorized person it will require several ''Super computer-year'' to break the code.
  • Handling of compromised law and order situation.
  • Help disaster management efficiently.
  • Virtual visit to important development projects of national importance.
  • Instant release of information with pictures of and video clips to the media. 

How the video conferencing System will work:

A Video-conference is intended to be a master-slave system, meaning that only the Prime Minister can initiate or terminate a session.

When a videoconference is intended, person authorized by the Prime Minister's office shall inform the date time and subject of the conference to selected participants. All parties shall take their seat in the videoconference booth at their respective locations at the appointed time. Each booth will have as many display panel as the number of participants, displaying the image of the participants. When the Prime Minister is ready to start the meeting, she will press a on the display panel. Similarly in all other locations image of all participants including that of the Prime Minister shall appear. Prime Minister shall control as to who shall talk when. Like in personal meetings people can signal by raising hand or otherwise to seek shall be automatically muted. Prime Minister at anytime during the conference can call in additional participant or send off an existing participant temporarily or for the entire session, Blank screen will signify absence of participant for whatever may be the reason.

Video conferencing System will be established by out-sourcing firm(s) on turn-key basis but only consumable goods can be procured and distributed to concerned under the auspice of the project.
